Multiple vacancies with the Resource Management Agency in the Public Works Department. Position is located in Visalia, CA. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

Typical Duties

Will learn project engineering by preparing designs, plans, specifications, calculations, and cost estimates; administering and processing contract documents for design, construction, and maintenance of various engineering projects; will function as an assistant resident engineer with the authority and responsibility of administering projects to ensure contract compliance through: Review appropriate plans and specifications; supervise testing and inspections; keep project records; draft contract change orders; initiating field changes; prepare pay estimates, as-built plans and recommendations; write correspondence and final reports; recommend project acceptance to the County; perform engineering evaluations and review of engineered plans, specifications, calculations, documents, and reports including construction zone signing, traffic engineering requirements, grading and drainage plans/studies, development plans for various entitlements, and engineered building plans, (may include review of residential and commercial building plans for code compliance with floodplain management requirements); prepare, review, and recommend approval of documents necessary for legal property descriptions and right-of-way acquisition or abandonment procedures; perform engineering functions related to the maintenance and operation of the public highway system infrastructure, including the monitoring of drainage, sidewalk, traffic safety, and other road facilities to identify system deficiencies, prepare technical reports addressing those deficiencies, and implement corrective action; may perform bridge inspections, preparation of bridge reports, and recommendations concerning safe load capacities; prepares various technical documents including feasibility studies and reports, which require engineering judgment and evaluation, and written documents including legal agreements, board agenda items and correspondence; communicates information and provides guidance to the public and other agencies regarding various engineering design elements and codes; may develop, maintain, and/or modify various computer programs and databases to assist in engineering activities; perform engineering functions related to the maintenance and operation of water, wastewater, and other utility systems, including overseeing certified water and/or wastewater operators, facility inspections, identifying deficiencies and preparing technical documentation to address those deficiencies, and evaluating processes and efficiencies of these systems; manage contracts for professional services, such as consulting engineering design services, including competitive selection, contract management, scheduling, budgeting, and technical review of these services; prepare or assist in the preparation and administration of grant applications for the funding of engineering projects through state, federal, and other grant programs.

Minimum Qualifications

Education

Graduation from an accredited college or university with major course work in civil engineering or a closely related field.

Education Equivalency

Valid certification as an Engineer-in-Training (EIT) issued by the Board for Professional Engineers, Land Surveyors, and Geologists with four (4) years of full-time, paid engineering experience.

Knowledge of

Principles of engineering pertaining to surveying, stress analysis, hydraulics and structural design; properties of construction materials; soil mechanics; methods of engineering construction and inspection; advanced math including trigonometry and calculus; engineering terminology and symbols; drafting, plan preparation and property descriptions.

Skill/Ability to:

Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; perform surveying work, read and interpret engineering plans and specifications; prepare engineering drawings and make accurate calculations of material quantities and costs; write clear, concise, grammatically correct reports, letters and memoranda; follow oral and written instructions; use patience, tact and courtesy in dealing with the public; organize work in proper order.

License or Certificate

Possession of, or ability to obtain an appropriate, valid California driver's license.

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of

Basic legal requirements pertaining to civil engineering areas in a public agency such as Land Surveyors Acts and County subdivision Ordinances, Right of Way acquisition and contract laws.

Design standard specifications relevant to road construction, drainage policies, environmental quality and safety; procedures and techniques related to traffic channelization, highway drainage, dam and bridge design including foundations, concrete and steel and timber structural design; earthwork calculations and photogrammetry.

Skill/Ability to:

Interpret road plans, drainage charts, graphs, equations and aerial photos; consider design standards and safety, economic, environmental and aesthetic factors in developing designs; check calculations, plans and maps for accuracy and conformance with standards; review and check environmental reports.

License or Certificate

Possession of an Engineering in Training, (EIT), certificate issued by the State Board of Engineers.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
