The Department

The City of Pico Rivera strives to support and enhance a high quality of life for the residents, businesses and visitors by providing well planned, environmentally sensitive, cost-effective infrastructure and services to promote public health, personal safety and transportation. Our mission is to improve the quality of life for residents through responsive, efficient, and effective delivery of services to every neighborhood and by reflecting a can-do attitude with our customers and stakeholders.

The Public Works Department is responsible for the engineering, permitting, maintenance and operation of the City's infrastructure, including streets, sidewalks, roadway medians, alleys, water system, sewer collection, storm drains, public parking lots, traffic signals, etc. The Department also manages maintenance and public service programs such as graffiti abatement, tree trimming, street sweeping, trash and recycling services, parks and street maintenance, and utilities and facilities maintenance. In addition, the Department Manages a comprehensive capital improvement program that provides roadway rehabilitation, signal coordination, trail construction, etc.

The Position

The Senior Engineer will assist the Deputy Director of Public Works in planning, directing, supervising, and reviewing the activities of the Public Works Engineering Division, including buildings, streets, sewer systems, water distribution systems, drainage systems, and other related municipal public works activities.

The Senior Engineer will help modernize and reshape the infrastructure of the City of Pico Rivera. The current work plan for delivering capital project infrastructure is extensive; we are renovating, updating, modernizing, and building new assets for our community. This is an excellent opportunity for dynamic and experienced project management engineers to apply and be a part of creating the future of Pico Rivera. The Senior Engineer will manage a team tasked with delivering a wide variety of capital projects through the planning, design and construction phases.

City Hall is open Monday through Thursday, 7:00 AM to 5:30 PM. Employees work a 4/10 schedule from 7:00 AM to 5:30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.

Essential Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed by employees in this classification. Functions may be added, modified or removed to meet the needs of the city.

The ideal candidate will have the ability to perform the following essential functions
  • Assist in the development and implementation of goals, objectives, policies, procedures, and priorities.
  • Serve as design and development team leader for engineering public works projects.
  • Coordinate and monitor project progress to ensure timely progress of all phases of projects.
  • Inspect and supervise assigned projects; make field changes within the limits of design and cost restrictions; resolve disputes concerning plans, specifications, and other work.
  • Coordinate engineering projects with other City departments, public agencies, and utility companies for orderly planning, scheduling, and construction.
  • Serve as a technical resource; participate in the development of standard engineering specifications, criteria and policy and procedure on engineering matters; provide technical advice to field operations, other City departments, and the public in the interpretation of City ordinances, policies, regulations, and procedures as required.
  • Coordinate and review Public Works Engineering activities of consultants and City staff including engineering design, land development review, inspection and surveying, contract administration, traffic engineering, and landscape architectural design.
  • Serve as the federal, state and local return grant funding administrator for all assigned projects (including but not limited to HBP, ATP, HSIP, SRTS, SR2S, STIP programs and subprograms).
  • Resolve work problems and interpret administrative policies to subordinates, other departments, and the public in coordination with the Deputy Director of Public Works.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the performance of professional and technical engineering activities; implement policies and procedures.
  • Analyze and interpret federal and state statutes, policies and programs that involve federal-aid project development, including national and state compliance.
  • Review plans of consultants, make technical engineering decisions, and assist in the establishment of technical criteria and standards.
  • Ensure compliance with the National Pollutant Discharge Elimination System (NPDES) storm water permitting process, regulations, and Storm Water Pollution Prevention Plan (SWPPP) implementation for construction activities.
  • Attend and participate in meetings and conferences with City boards and commissions, Council, department administrators, public officials, professional organizations, contractors, representatives of the City Manager's Office, and representatives of the County, and regional and state regulatory agencies, or other stakeholders, upon direction of the Deputy Director of Public Works.
  • Prepare Requests for Proposals for services and assist in the selection of consultants.
  • Oversee or participate in the preparation of various staff reports, council reports and resolutions, environmental impact reports, negative declarations, specific plans and reports required by state and federal agencies.
  • Assist in the preparation and administration of the capital improvement plan and budget and the Engineering Division's operating budget.
  • Prepare a variety of reports, correspondence, and special studies.
  • Respond to difficult citizen inquiries and complaints.
  • Maintain engineering records and plans.
  • Train and provide technical guidance to professional and technical staff; review staff work in conjunction with projects and assignments.
  • Develop written specifications and administer cash contracts.
  • Apply project management principles, knowledge, skills and tools to deliver capital improvement projects within constraints of scopes, schedule and budgets.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.

Additionally, the candidate will have both strong project/program management skills and the ability to effectively and efficiently communicate across a variety of mediums.

Qualifications

Knowledge of

Theories and principles of civil engineering and professional design standards; customer service techniques; safety procedures and practices; communication and public relations practices; pertinent laws and regulations; statutory reporting requirements; time management methods; conflict resolution methods; supervisory techniques; leadership techniques; work organization planning methods; budget preparation methods; project management techniques, principles, and practices; construction management methods, techniques, principles, and practices.

Considerable knowledge of, but not limited to:

  • Caltrans Standard Specifications and the California Manual of Uniform Traffic Control Devices (CA MUTCD); CEQA/NEPA; Caltrans LAPM/LAPG.
  • NPDES requirements.
  • Applicable public works, engineering and project management rules and regulations.
  • Principles and practices of project management, construction management and contract administration.
  • Methods and techniques for data and map collection, presentation and record management.
  • Principles and practices of land surveying, real property legal description, land acquisition, easements and assessment proceedings, including the California Subdivision Map Act, and other applicable federal, state, and local laws and ordinances related to land use and right-of-way management.
  • Pertinent local, state and federal laws, ordinances and rules, including those related to development, design and construction.
  • Office methods, procedures, computer software and equipment.
  • Performance of complex field investigations and knowledge of general inspection and enforcement practices.
Skills
  • Proficiency in operating a personal computer/laptop and other office equipment necessary to successfully perform the essential duties of the position; perform engineering and mathematical computations.
  • Operate a vehicle and equipment safely.
  • Experience developing schedules and managing complex information technology projects.
  • Excellent verbal, written, and interpersonal communication skills.
  • Proficiency in a designated second language (Spanish) is desired.

EDUCATION/EXPERIENCE/TRAINING

Additionally, candidates must possess:

  • A bachelor's degree from an accredited college or university in Civil Engineering, construction management or other related specialization.
  • Master's degree is preferable.
  • Five (5) years of professional engineering and project management experience related to duties are required.
  • Five (5) years in leadership and administrating public contracts experience are required.
  • Five (5) years of supervisory experience in local municipal government is required.
  • Budget/policy experience is desired.

Licenses and Certifications

  • A valid Class C California Driver's License or ability to obtain a Class C California Driver's license within 10 days of hire, and a safe driving record throughout the course of employment. (City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.)
  • Professional Engineer license from the State of California is required.
  • Certified Construction Manager (CCM) designated by CMCI or equivalent certification is desirable.

Mid Management and Professional & Confidential Representation - This classification is represented by City Employees Associates (CEA) under the Pico Rivera Mid-Managers and Professional, and Confidential Employees Association (PRPCEA). Membership optional.

Paid Vacation - 88 hours after one year, 128 hours after 5 years, 168 hours after 10 years, and 208 hours after 20 or more years of service.

Management/Administrative Leave - This classification may be eligible for 60 hours of administrative leave per fiscal year.

Sick Leave - 105 hours per year with the employee having the option to accumulate a maximum of 800 hours or receive pay each July for unused portion accumulated in the preceding fiscal year.

Retirement - Employees are covered under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS Public Employees' Pension Reform Act (PEPRA) members. Effective July 1, 2023, PEPRA members pay 7.5% of the employee's portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS. PERS determines whether an employee is a Classic or New PERS member.

The City does not contribute to Social Security.

Holidays - The City observes twelve (12) holidays.

4/10 Schedule- Monday through Thursday.

Insurance - The City offers CalPERS health benefits to all full time employees. The City will pay 100% of the health insurance premiums for full-time employees and their qualified dependents, but not to exceed the Kaiser HMO premium. Employees may choose a different CalPERS health care provider offered by the City, however, any cost greater than the Kaiser HMO premium rate shall be paid by the employee through payroll deductions.

  • Multiple CalPERS Medical plans to choose from or Cash In-Lieu of Benefits (amount paid shall be equal to the Public Employees' Medical & Hospital Care Act (PEMHCA) minimum).

Tuition Reimbursement - The IRS maximum of $5,250 annually (calendar year) or the effective amount should it be adjusted by the IRS in a given year.
