Duties

  • Coordinating with Dispatch Overhead to oversee the overall execution of activities of a dispatch center.
  • Work closely with dispatch and fire management staff to track and monitor commitment and availability of resources and maintain a system to status and prioritize incidents and resource allocation.
  • Utilize and maintain various computer programs and files in agency specific computer systems and provide appropriate information and assistance to other users.
  • Provide user training and oversight of the incident reporting system (ICS-209), Interagency Resource Ordering Capability (IROC), WildCAD (Computer aided dispatch) and other dispatch programs.
  • Provide operational oversite, guidance, and work planning for up to six dispatch personnel during emergency 24-hour/7-day-per-week sustained operations.

Credit will be given for all appropriate qualifying experience. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as an Assistant Center Manager and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Selective Factor #1: The applicant must have possessed the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

  1. Expanded Dispatch Support Dispatcher (EDSD).

Selective Factor #2: This is an administrative position in an organization having a firefighting mission and is clearly in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE. Wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include Specialized experience includes but is not limited to providing operational guidance and assistance for dispatchers and other support personnel during emergency sustained operations. Assist in interpreting of fire indices, weather and occurrence patterns and incident history data; Disseminate reports to cooperating agencies and maintained continual provision of intelligence through verbal and written communications; Assist in identifying shortages of critical resources and provided information for determining allocation and priority setting for these critical resources relating to personnel, aircraft, crews, equipment, and supplies; Utilize fire communication and computer systems. You must include hours per week worked.

EDUCATION: Successful completion of at least a Master's Degree or equivalent graduate degree in a field directly related to the work of this position, or two full years of progressively higher-level education leading to such a degree or LL.B. or J.D., if related. The education must have been obtained in an accredited college or university.

Successful completion of a COMBINATION of education and experience as described above. For example, six months of the specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level college study in an accredited institution (50% of the qualifying education).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. Physical Demands: The work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Must be able to cope with the pressure of meeting timeframes and changing priorities. Mental concentration and accuracy are required. Travel associated with field visits and other administrative travel may be required.

Working Conditions: Work is performed primarily in an office setting. During peak activity, increased radio traffic, numerous ringing phones, and conversations result in high noise levels, which require a high level of concentration to perform duties. This creates a high stress work environment.
